Transport Settlement Manager (TSM)

Cardlink's Transport Settlement Manager or TSM is a system developed specifically for operation of partner transport programs.

TSM provides partner organisations the ability to process transactions across multiple transport providers, settle with each operator or operator members with consolidated payments, process and settle transactions sourced from virtually any card acquirer and offer a cost management solution to corporate users across the partner operator network.

TSM provides an end to end solution for transaction processing of either proprietary Credit or Debit Cards, Travel Vouchers, or settlement of transactions for third party acquirers such as Visa or American Express.

TSM operates in either an online environment providing real time authorisation for card or voucher transactions, or in a more traditional batch mode. In areas with high instances of fraud or theft, the online solution provides a secure solution for real time validation at the Point of Sale .

Transport Providers

Transport providers, such as Train Operators, Airlines and Taxi Coops are managed through the TSM Merchant Management component. Operators, and in the case of cooperative models used with taxi programmes, drivers are all maintained within TSM, allowing for accurate revenue distribution.

TSM merchants can be settled and paid on defined schedules. Each settlement includes the creation of detailed statement files and supports payment via cheque or the more popular direct deposit. As TSM manages either transactions for TSM issued accounts in addition to 3rd party acquirer transactions, single or multiple payments by transaction source type can be made.

Typical features of the Merchant Component:

  • Hierarchical structure, from parent organisation to a taxi driver
  • Service Fees - Charged to the merchant, and configurable to by fare, transactions source and settlement frequency
  • Surcharges - Charged, usually with 3rd party transactions as a service fee
  • Settlement, Payment and Statement on defined schedules
  • Membership or Management Fees

Account Management

In addition to providing operators consolidation payments from various transaction acquirers, TSM provides a complete solution for travel expense management for customers. Customer account management in TSM is a card and voucher management system together with a robust and comprehensive CRM. TSM provides customers the ability to truly manage their travel costs via issuance of cards and travel vouchers, and track their use through consolidated billing and analytical reports, be it around town in Taxis or a flight across the country.

Features:

  • Full hierarchical account structure for business and corporate accounts
  • Various fee or charge setup, including management fees and transaction fees
  • Discounting options, customer discounts based on monthly or transaction value or even distance traveled
  • Issuance of cards and vouchers with options for signature or pin number validation
  • Credit management through temporary, daily, monthly credit limits and operator limits such as Taxis only

Transaction Management

Transactions are received by TSM in either real time or in Batch mode from either a Switch or Transaction Punch Bureau.

Transactions received in real time through the Online Transaction Processing (OLTP) system are validated in real time. This prevents fraudulent use of vouchers and cards by checking status of cards, vouchers and accounts, as well as checking fare restrictions and credit limits for a voucher or card.

Batch mode transactions processed from a transaction file are typically processed on a daily basis.

Application Integration

TSM also includes a set of API's for account management, allowing website's or other third party access to the TSM CRM module. Common tasks performed by third party applications include issuance of travel cards, travel vouchers updating of account details or viewing statements online.
